This job may require travel to Toronto , or in other locations across Ontario for in office days, training, or events. In office days are typically held monthly. Travel reimbursement will be provided in accordance with WSIB policies.

Job Summary:

The Pharmacy Lead in Professional Practice provides strategic and thought leadership, subject matter expertise and evidence-based guidance regarding pharmacological resources to support evidenced based return to work (RTW), recovery and quality of life. Inform the development of strategic directions and innovations in WSIB drug program maintenance and development.

This role provides internal expertise across Claims Management Cluster and supporting Senior Leadership related to strategy; program quality; development of strategic directions and innovations in evidence based, cost effective program to support recovery, RTW and disability management.

This role provides expert clinical advice, evidence based solutions, quality program and education, to internal and external stakeholders such as Pharmacists, Nurse Consultants, Case Managers, Health Care Providers, Professional Associations, and as needed to other stakeholders such as employer groups, system partners, and other Ministries.

Participates and contributes to effective procurement activities, contracted providers and partners to facilitate efficient and effective delivery of quality services to the drug program and maintains a program where injured/ill persons have access to appropriate, necessary and sufficient pharmacological resources to support evidenced based return to work (RTW), recovery and quality of life.

Major Responsibilities:

 
  • Provides overall pharmacological expertise, guidance and leadership (including evidence-based solutions) to WSIB on health and safety, aspects of disability, recovery and RTW. Improves and evolves program and facilitates alignment with best practices. Facilitates knowledge integration and application of research, consultation, collaboration, leadership, expert coaching and guidance.
  • Clinical Expertise: Provision of advice and guidance as an advanced subject matter expert on pharmacology related to workplace injuries and illness that impact recovery,return to work and quality of life. Also provides advice and guidance regarding clinical quality, drug inquiries, trends, emerging research and management of drug program
  • Program Development: Develops, integrates and evaluates best practice protocols and current research evidence arising from critical analysis and review of literature to support WSIB drug program design, and to support operations and align with the health care strategy.
  • Consultation: Collaborates with external expertise to support the integration of recovery and RTW in health care programs and services, as well as to facilitate improved knowledge and evidence-based practices of other internal and external stakeholders. Represents WSIB and participates as expert representative within the broader WSIB health and safety system.
  • Leadership: Employs creative strategies to educate and influence behaviour to support changes in the broader disability and health and safety system as well as health care interventions inclusive of co-facilitating or participating in expert tables, and creating and preparing decision tools, protocols, processes, procedures, education and orientation materials.
  • Plans and directs the day-to-day activities for a team of Pharmacists. Provides advice, leadership and professional guidance to pharmacy staff on their roles and responsibilities as internal Pharmacist who provide education and clinical advice to operating areas at the WSIB in relation to the needs of injured/ill people. Guides the team in supporting injured/ill person’s recovery, RTW and quality of life outcomes.
     
Oversight incorporates the principles of self-governance, professional accountability, professional standards and codes of ethics and best practices and continuous quality improvement processes.

This includes;

 
  • Manage the recruitment and election process for staff pharmacists
  • Leading and developing pharmacy professional and ensuring these employees are provided appropriate performance objectives and development programs
  • Overseeing registered pharmacy staff in their roles and responsibilities. This includes provision of advice in the utilization of research findings and best practice, as well as requirements regarding competent and ethical practice;
  • Providing guidance, coaching, mentoring and constructive feedback
  • Provide guidance in the utilization of research findings and evidence informed practice to ensure that injured/ill persons and internal stakeholders receive appropriate, effective and efficient service to facilitate timely funding decisions
  • Provide effective mentoring and constructive feedback;
  • Conduct performance evaluation of registered pharmacy staff including managing performance related issues (i.e. initiating corrective or disciplinary action) when required
  • Provides overall subject matter expertise, guidance to Operations and Senior Management and to assist in evolution of the health care strategy, health care programs, and improvement of quality of care, to assist in evolving programs, aligning them with best practices, and facilitating optimal recovery durations and return to work outcomes including providing:
  • Guidance in the development, implementation and evaluation of programs and services. Identifies gaps and opportunities for continuous improvement within the drug program.
  • Advice, leadership and professional guidance to Health Care Quality Management Program Managers and Program and Provider Specialists on their roles and responsibilities around the development, implementation, delivery and evaluation of mental health programs and services, and quality management of mental health programs.
  • Application of knowledge regarding policies and procedures relating to treatment and RTW and knowledge of WSI Act and other appropriate Acts and Regulations (e.g., Narcotic Safety and Awareness Act, Food and Drug Act, Controlled Drug and Substances Act, Ontario Drug Benefit Act, Drug Interchangeability and Dispensing Fee Act) to analyze, interpret and provide advice and respond to enquiries from senior management and operations.
  • Creative strategies to educate and support evidence based changes in processes to deliver health care interventions such as those arising from the Health Care Strategy.
  • Act as a resource for senior management and operations on:
  • Clinical pharmacology related to factors influencing recovery and return-to-work from workplace injuries, conditions; rehabilitation, including occupational rehabilitation, and of WSIB Health Care programs and services;
  • Policies and procedures relating to treatment and health care entitlement and RTW sufficient to analyze, interpret and evaluate Clinical Quality of Health care.
  • Informing external health care professionals and other stakeholders regarding, professional practice standards and other relevant legislation in relation to expertise and expectations of drug programs and services.
  • Understanding of Ontario’s broader health and safety system, as well as health care system, as related to pharmacology, safety, and work-related disability, recovery and return-to-work.
  • Lead, manage and/or participate in special projects relating to the WSIB to ensure WSIB is providing efficient, effective administration of the drug program, while enabling program compliance, economy, efficiency, and effectiveness.

Minimum Level Required
 
  • Licensed Pharmacist with additional degree, such as Doctor of Pharmacy or other relevant degrees such as MPH, MScPharm
  • Evidence of ongoing professional development
  • Current registration in good standing with the regulatory Ontario College of Pharmacists
     
Preferred Level
 
  • Licensed pharmacist with additional degree, such as Doctor of Pharmacy or other relevant degrees such as MPH, MScPharm
  • Experience:
     
Minimum Level Required
 
  • Breadth and Depth of knowledge and experience required to provide appropriate recommendations and advice related to basic and complex drug-related issues
     
Preferred Level
 
  • Seven to ten years’ experience
  • Current experience in community
