Full-Time Emergency Preparedness Coordinator   
Facilities Management

Position Overview:
The Emergency preparedness coordinator is responsible for the development and testing of the hospital’s emergency management program across all sites of the MHA.  In cooperation with regional partners, the coordinator is responsible for developing processes and procedures that prepare the organization for routine response to standardized emergency codes including response to fire, missing and violent patients, as well as non-routine emergency crisis incidents through the development and execution of policies, education and event simulations based on the standard incident management system (IMS). These processes are developed in accordance with and to meet all Accreditation Canada Standards and all relevant legislative bodies and are linked to MHA’s corporate mission, vision, goals and values. The role of the coordinator also includes maintenance of the hospital(s) fire safety plans, monthly drills, education of all staff, chair of the emergency preparedness committee, and acting liaison for the 2 municipal fire departments. 

Job Duties:
  • Prepares and maintains corporate emergency preparedness program including mitigation, planning, response and recovery for all emergency codes and plans. Develops and executes corporate emergency preparedness training and corporate emergency preparedness learning programs. Prepares orientation, policies, procedures and exercises relating to emergency incidents. Corporate resource for emergency planning and preparedness related to any future redevelopment(s) of either site of the MHA. Responds to major emergencies at any MHA locations, especially if an Emergency Operations Centre is activated, and provides support to the leader on-call/Senior Leader On-call as requested
  • Serves as hospital representative on the regional community emergency management coordinator group. 
  • Promotes fire safety throughout the organization by keeping all fire safety plans up to date with approval from local fire officials. Works in partnership with fire officials in all jurisdictions to create and maintain safety practices which conform to the Ontario Fire Code.  Works with the appropriate Facilities maintenance group to conduct monthly fire drills. Plans and conducts worst case scenario fire evacuation drills annually at each hospital as well as plans and oversees the annual vulnerable occupancy fire drill at each hospital as required by the Ontario Fire Code. Inspects facilities randomly to ensure compliance to the fire code.  Confirms that the appropriate facilities maintenance group has completed all inspections, maintenance and testing of the fire protection systems.  Assists with implementing alternative measures for any fire system work or outage. 
  • Inspects facilities and equipment such as CBRN (chemical biological radiation and nuclear) and emergency operations centers (EOCs) to ensure functionality in emergency situations.  Provides expertise in CBRN and EOC’s to lead exercises, education/awareness and training.  Ensures all hospital EOC’s are ready to be activated when required and provides support as the EOC lead when one has been activated.  Provides support to the leader on-call and senior leadership on-call during incidents and provides expertise in the Incident Management System for all incident response. Updates and maintains the Emergency Preparedness policies and procedures, quick reference binders, manuals and connections to website.
  • Responsible for creating emergency preparedness budget for inclusion to the overall Facilities Management Plant Operations and Maintenance budgets for each site of the MHA

Job Qualifications:
  • Must provide vaccination records or proof of immunity against measles, mumps rubella and varicella (chicken pox) and proof of 2 COVID-19 Vaccinations
  • Must provide documentation of the Tuberculosis skin testing within the previous 12 months
  • Emergency Management Certification preferred or equivalent experience considered
  • Knowledge of computer systems and proficiency in the use of common software applications including Excel, Word, etc.
  • Working knowledge of disaster response and emergency preparedness planning
  • Strong interpersonal skills

  • Strong understanding of hospital functions
